From the Dramatica Dictionary

Static Plot Points

Storytelling

story points that remain the same throughout an entire story

There are Overall Throughline Story Points, Main Character Story Points, Impact Character Story Points and Relationship Throughline Story Points. There are even story points that are the synthesis of all four points of view such as Goal, Requirements, and Consequences. These central Story Points seem the most plot-like because they affect the Concerns of all four throughlines. As varied as all of these story points are, there is one quality they share: they stay the same from the beginning to the end of a story. Story Points of this stable nature are called Static Story Points.

I’m thinking it is a static plot point. It’s in all of the OS, MC, IC, and RS story points as described above. I don’t see that Benchmarks are used to determine the order of events (which would make it a dynamic point). And it stays the same throughout the story. A Benchmark of Understanding is about whether the characters understand (or misunderstand) more or less in Act 2 than they did in Act 1 but is always about Understanding.
