OS Benchmark and Prerequisites

Is there a good litmus test to distinguish the OS Benchmark from the Prerequisites?

Well, now that you mention it, both. Since “Prerequisites are the items to be gathered, or the circumstances that must be brought about before the Requirements can be undertaken,” it seems that the audience can measure progress towards the goal by looking at how prerequisites are attained. Once all the prerequisites are attained and we start looking at requirements, then it seems that the audience can measure progress towards the goal by looking at how requirements are attained.

I think the Benchmark increases or reduces the interest toward the Concern. For example:

Concern: Learning
Benchmark: Obtaining
The more they Obtain, the less (or more) concerned they are with Learning.
