Does the bit about Lex Luthor making arms deals or whatever it was factor into his motivations anywhere? Or is that just backstory so he can be called a traitor after Superman saves the day?

I would say that’s what helps contribute to the Objective Story Domain in Universe (pitting the two countries at each other). As Antagonist, just setting up the whole “situation” helps illustrate the Objective Story Problem of Consider (when weighing pros and cons creates conflict).
