The other three throughlines and Static Story Points

Have the other three throughlines got Static Story Points too?
For example, if MC’s Concern (a.k.a. personal goal ) = Obtaining, then his personal consequence = Changing One’s Nature? And what about the other Static Story Points like Requirements, Forewarnings etc.?
